The city of Ostrava declared one of the most important architectural competitions in its history last August. After almost a year of urbanistic competition announcement, the joint two-round international architecture and city winner of the competition for concert hall was selected. Steven Hall, a winner chosen by a well-known jury, is located in Architect Studios New York.

The Ostrava Cultural Center building was built in the spirit of modern classicism, between 1956 and 1961, but it does not serve enough for this purpose and for many years there has been a lack of proper use and involvement in the city's cultural life. The results were discussed by the city council, through which the orders of the proposals were approved. The contract for preparation of the project's documentation will end with the winner. Project implementation at Ostrava Cultural Center is approximately 1.5 billion. Construction is to begin in 2022.

Considering the urban traffic noise, this shielded design is protected and its main hall facade is located towards the existing park in the rear of the building, while the new entrance to promenade goes on top of the present-day historical house of culture in a sky-lit lobby for the new hall.
